Pulled straight from the expansion pack 2 disc by me.
This requires an additional copy (key) of the game to be used.
My best advice is to run this game server on a separate PC with a retail key for Titanium Edition. WARNING - if you try to use a free key from the web, when other people open the game with the same key, your server will be knocked offline, use a "private" disc game key.
By using a secondary machine and retail disc key for fs13 on a separate device, you can then join the server via another disc or a Steam copy of the game on a separate PC.
